(Issues)

1) Leader of North Korea:  Kim IL-SUNG --> Kim Jung-IL --> Kim Jung-Un 
   ( It's Kim dynasty)

 : It is the inherited authority of North Korea but it has lack of legitimacy at the moment.

  * The military power previously tried to assassinate "Kim Jung-IL" several times!

2) Kim Jung-Un needs to give some contribution to N.Korea to maintain his power there and save his life.
3) Nuclear power of N.Korea + huge amount of military power (1.2 million military, war craft and 800 missiles with/without nuclear) is a big threaten to the whole of the world because
4) USA signed the agreement to fight N. Korea. N.Korea approved that they will
use their nuclear weapons. – If there is a small regional war between N.Korea and S.Korea, USA will assist S.Korea.
5) Rationally, China would not like to be involve in N.Korea’s small war but China would also not like to lose their communist party so China may assist N.Korea at the end of the day.
6) So a small regional war between North and South Korea can be a world nuclear war between China and USA

(Solutions)
1) China or USA may organise the presidential meeting of 5 countries at 
  China - Beijing
China Xi Jinping , 

N.Korea Kim Jung-Un, 

S.Korea Park Geun-hye


 , Japan Shinzo Abe and 
USA Obama.

 - We may need multiple communication channels for the accomplishment of this  
   meeting
- e.g. underwater, internal or unofficial communication channels – all over the field
- Because if we only rely on the communication channel in front of the camera,
  it is hard to  get some good outcomes.
- N.Korea already knows that all countries including China don’t want to let N.Korea
  have the Nuclear weapons and N. Korea may have the price of  the Nuclear weapons 
- financial support  of North Korea would be a big amount of money but it would be a  tiny amount of the money compared with Nuclear WorldWar incurring  millions of lives of people and more than trillions of dollars and many years of recovery time from the World War.      
2) North Korea would like to have a contract (or official promise) about their safety of the current communist organisation and several million dollars of financial support because their current financial status is really poor however they currently have very strong military power over the sky, on the ground, under the deep inside of vast ground areas and under/over the sea.
3) Although the price of Nuclear weapons looks quite expensive- multiple million dollars, it could be a tiny amount of dollars compared with more than millions of people’s lives and the price of potential Nuclear World War.
We could save several trillions of dollars on weapons and painful long recovery time of devastated massive amount of land over the world.
4) In 3 ~ 5 years, we could expect the peaceful unification of North & South Korea, because N.Korea Kim Jung-Un  & Leader of other countries can have some consensus : No Nuclear war,  safe position of the leader of N.Korea from their internal threat and co-operation for the prosperous economic development.   
5)  
After peaceful unification of North & South Korea, US doesn't need to maintain more than million of USA military troop, so many  fixed-wing combat aircraft, armoured vehicles and artillery pieces, it means USA can also save multiple millions of dollars of on-going cost every year.

* Now, it is a crucial time and we need a powerful and multi- dimensional diplomacy to save people’s lives

3) When Kim Jong Il was succeeded by his son in December 2011 any hopes of an improvement in relations between North Korea and the US were soon dashed. The announcement of plans to reopen the Yongbyon nuclear complex is just the latest move in an escalation of aggressive actions by both Washington and Pyonyang over recent months. At the weekend North Korea announced it was entering a 'state of war' with the South. Earlier in the month Pyonyang affirmed it is right to launch a 'pre-emptive nuclear strike' on the US.
